Following an official notification from China Post, in response to the U.S. Customs and Border Protection's planned implementation of the T13 (Type 86) declaration mode reform scheduled for October 2026, and to further enhance the customs clearance compliance and efficiency of cross-border parcels, China Post will be implementing major upgrades to the declaration rules and tariff pre-collection mechanisms for parcels destined for the United States. We are hereby announcing the key adjustments and timelines as follows: I. Core Adjustments and Timelines 1. Mandatory 10-Digit HTS Code (Effective July 14) The system will require that all U.S.-bound parcels must be declared with a complete 10-digit HTS code (U.S. Harmonized Tariff Schedule code). From that date onward, if the declared HTS code is incomplete or incorrect, the logistics order cannot be successfully created. We kindly remind you to prepare accurate product codes in advance to avoid shipping delays. 2. Precise Tariff Calculation Model (Effective July 18) The current practice of applying a flat 12% tariff rate based on declared value will be discontinued. The system will be upgraded to automatically identify the applicable duty rate based on the product's corresponding 10-digit HTS code, enabling precise, item-specific tariff calculation. Affected Services: EMS Express-XN, EUB Affected Country: United States Tariff Reference: Following the adjustment, the combined tariff rate is estimated to range from approximately 15% to 30% of the declared value, subject to the actual rate applicable to the specific product. II. Shipping Recommendations and Important Reminders 1. Submit Orders Early Given the upcoming tariff rule changes and potential cost fluctuations, we recommend that you submit your U.S.-bound orders as early as possible, preferably before July 18, to avoid the initial system verification peak following the new rules and to mitigate the risk of cost variability. 2. Parcels Already in Transit Please note that even if you have already placed your order, if your parcel arrives at the logistics provider's warehouse after July 18, 2026, the duties will still be calculated and collected under the new rules. In such cases, we will strictly adhere to the principle of "refund for overpayment, supplement for underpayment" based on the actual duty invoice, ensuring your interests are fully protected. 3. This adjustment is a necessary step in response to the U.S. Customs' increasingly stringent compliance oversight of low-value (De Minimis) goods.
